Qualico’s Functional Roles
Assignment of Responsibilities – Manager
Manager: leadership position that oversees people and projects, managing a specific function or department (e.g. Sales, Construction, etc.).
Regional Safety Manager: leadership position designated as accountable and responsible for the health and safety of all Employees and Contractors within his/her region.
Regional Safety Managers (RSMs):
- Provide a leadership role relating to the Qualico Health and Safety Program.
- Are knowledgeable about and actively apply health and safety training in all Job Duties.
- Provide information, instruction and assistance to Senior Managers, Managers, Supervisors/Superintendents, and Workers in order to protect the health and safety of all Employees and Contractors, Clients, and the General Public.
- Accountable to ensure that the Senior Managers, Managers, Supervisors/Superintendents, and Workers understand and have training for the Applicable Legislation, COR/VPP[1] safety programs, and information in this Manual.
- Understand, implement, and enforce Applicable Legislation and Qualico health and safety policies and all COR/VPP requirements.
- Conduct COR/VPP audits annually.
- Accountable to ensure that all new-hire Employees receive a safety orientation.
- Maintain all safety records.
- Prepare incident reporting, as required.
- Review all incident investigation reports and provide assistance in the prevention of reoccurrence.
- Report all serious incidents to Senior Managers and relevant Regulatory Bodies.
- Maintain own safety accreditations and up-to-date safety training. Provide continuous safety program improvement when required.
- Set a good example by using the proper Personal Protective Equipment (PPE) when performing Work Site visits and promoting safety in a positive manner at all times.
- Issue written safety violation notices to any Contractor or Employee that is in contravention of Applicable Legislation or Safety Rules and follow the respective Disciplinary Procedures associated with the violation, up to and including a “stop-work” order.
- Conduct formal safety inspections of Work Sites and assist in the remedy of hazardous situations, as per our inspections policy.
- Support and attend health and safety meetings, as appropriate.
All Other (non-Regional Safety Manager) Managers:
- Responsible for adopting and enforcing Qualico’s Health and Safety Program.
- Comply with all Applicable Legislation.
- Accountable to ensure all new-hire Employees are reported to Regional Safety Managers.
- Accountable to ensure that all Contractors have been informed of Qualico’s health and safety expectations and the Contractor’s responsibilities therein.
- Accountable to ensure health and safety orientations are to be performed before new Contractors begin working on Qualico Work Sites.
- Accountable to ensure that their Employees know and understand Qualico’s health and safety expectations and their responsibilities therein.
- Accountable to ensure the review of inspection documentation and that all identified hazards have been removed or are adequately controlled; ensure that “problem trends” and/or repeat items identified are corrected.
- Accountable to ensure the Supervisor/Superintendent’s inspection documentation has been signed and escalated to the appropriate Senior Manager and/or Regional Safety Manager if necessary.
- Prepare incident reporting, as directed.
- Review and sign all incident investigation reports and provide assistance in the prevention of reoccurrence and escalate to the Regional Safety Manager, if necessary.
- Set a good example by using the proper Personal Protective Equipment (PPE) when performing Work Site visits and promoting safety in a positive manner at all times.
- Support, attend, and lead health and safety meetings, as appropriate and relevant to the individual’s role and function.
- Accountable to ensure their own and their Employees’ required health and safety accreditations and training are up-to-date.
- Provide continuous Health and Safety Program improvement when required.
