Inspection Policy

Purpose

Qualico is committed to controlling the loss of human and material resources by identifying and correcting unsafe acts and conditions. This is done through our inspections process.

Scope

This policy applies to all Qualico Work Sites, Regional Offices, Business Unit Offices, and the Qualico Head Office.  Each office location will be inspected a minimum of (1) time per year unless regional inspection requirements are conducted more frequently. Active work sites will be inspected throughout the construction process using the frequency set below in the Responsibilities and Frequency section.

Responsibilities and Frequency

Senior Managers

As part of Qualico’s commitment to health and safety, Senior Managers are to be directly involved in the maintenance and continuous improvement of health and safety on all Qualico Work Sites. Senior Managers must conduct, at minimum, one (1) inspection per year.

Regional Safety Managers

Regional Safety Manager (RSMs) are responsible for the overall operation of the program. The RSM may conduct an unscheduled audit of a workplace to ensure adherence to this policy. RSMs must conduct, at minimum, four (4) inspections per year.

Construction Managers[1]

Construction Managers are responsible for ensuring the Supervisors / Superintendents are performing, documenting and submitting safety inspections as per this policy. Additionally, the Construction Managers are to review and sign off on the inspection reports and ensure that problem trends and repeat items are corrected. Construction Managers must conduct, at minimum, one (1) inspections per quarter.

Supervisors / Superintendents

Supervisors / Superintendents are responsible for conducting a minimum of four (4) safety inspections per month or one (1) safety inspection per week. The written safety inspection report must be submitted to the Construction Manager or Field Operations Manager for review and sign-off and the original must stay onsite. Any relevant information must be communicated to the affected Workers. They are also responsible for reviewing and signing-off the daily inspections conducted by the Site Safety Coordinators and ensuring that all reported issues are corrected in timely manner.

Sales Managers

Sales Managers are responsible for ensuring a minimum of one (1) inspection per month is completed on all sales centers under their supervision.

Site Safety Coordinators

The Site Safety Coordinators (SSC) are responsible for conducting a minimum of one (1) inspection per day. The SSC is to submit inspections to the Site Supervisor / Superintendent for review and sign-off. All unsafe or harmful conditions found during an inspection must be corrected in a timely manner.

Joint Health And Safety Committee (JHSC)

In cooperation Qualico Employees, Contractors, and Leadership, Qualico’s JHSC is required to complete, at minimum, one (1) inspection per quarter.

Workers

Are responsible for participating in the inspection program. All observed unsafe conditions or acts must be reported as soon as possible. The person receiving the report must investigate the report and ensure the necessary corrective actions are taken without delay.
