Emergency Preparedness Directive
All Qualico Employees and Contractors must understand how to respond in an emergency. The information included in this directive is to return Workers to safety as soon as possible and prevent confusion during an emergency. Managers and Supervisors / Superintendents shall be aware of the various procedures to follow on each Work Site should an incident occur.
A risk assessment must be conducted in any workplace in which a need to treat, rescue, or evacuate Workers may arise. Qualico’s Emergency Response Plan (ERP) includes;
The ERP, including roles and responsibilities during an emergency, is required as part of health and safety orientations. Other requirements of the ERP include:
- On each Work Site, the Regional Safety Manager, Supervisors / Superintendents and designated safety representative will gather the location of the nearest:
- Hospital,
- Fire station,
- Medical clinic.
- All Work Sites have a designated muster point. This information is posted on the Work Site in the safety information booklet and / or carried in Worker vehicles. It is also given to all Workers during a health and safety orientation.
All Contractors must coordinate the emergency Work Site plan and cooperate with the site Supervisor / Superintendent. - All Workers must have an ABC type fire extinguisher with them inside of any building while performing work tasks. An ABC type fire extinguisher must be near any Hot Works at all times.
- An Emergency Response Test is to be conducted at least once per calendar year. The test can be a drill (enactment of a scenario) or a table top exercise.
- All Employees should be capable of:
- Obtaining First Aid for the injured or ill,
- Providing transportation to a medical facility for the injured or ill promptly; contacting outside agencies such as ambulance or fire department for assistance when required,
- Provide the first initial attack on a fire by use of a portable fire extinguisher,
- Recording of First Aid injuries on the appropriate Qualico forms.
Office Emergency Procedures
Please consult your regional office for relevant muster points and the names and contact information of Work Site Fire Marshals, Fire Wardens, First Aiders, and Emergency Responders.
Duties for Fire Warden
- Be familiar with all exit locations of the building and most importantly the nearest exits.
- Know the location of your department’s fire alarm pull station and fire extinguisher.
- Immediately report the fire odor or signs of smoke to the Fire Marshal.
- Ensure that combustibles do not accumulate in your department.
- Ensure that all Workers leave the building in the event of an emergency and / or alarm activation and guide them to the muster point. Ensure visitors or anyone with mobility challenges is assisted to evacuate safely.
- In the event exits are blocked by fire or smoke; keep calm, go to a safe area and close the doors. Put jackets or sweaters under the door to prevent smoke accumulation. Stay low to the floor if the area fills up with smoke. If you are near a window, signal the fire fighters by waving a bright colored object or call 911 from a cell phone and report where you are so that rescue can be performed.
- Use fire extinguishers to assist in the evacuation of your department, if it is safe to do so.
- Report from the muster point to the Fire Marshal that all Workers are accounted for.
- You will be informed at the muster point on the next steps regarding re-entry of the building or other directions.
